Soon, three universities in the capital — Delhi University, Ambedkar University Delhi and Guru Gobind Singh Indraprastha University (GGSIPU) — could offer two new language courses, Kashmiri and Dogri.

This is part of an initiative, that also includes several government institutions, to help propagate and preserve the languages and culture of Jammu and Kashmir after the J&K diaspora settled in the city — mostly displaced migrants — flagged lack of support in this regard to L-G VK Saxena. Government sources said specific tasks had then been assigned to multiple institutions to reverse this “concerning trend”.

A cultural academy along the lines of existing ones for Urdu, Punjabi and Maithili will also come up over the coming months, sources said. According to officials, Saxena, as Chairperson of the Delhi Development Authority, has already issued orders to identify a suitable location to set up a Kashmiri-Dogri Academy.

“The L-G has chaired two meetings related to the subject so far; the Arts, Culture and Languages (ACL) Department, the Education Department, and the universities in Delhi will play a pivotal role. Specific tasks have been assigned to them,” an official said.

“While the cultural academy for J&K will be ready in six months, Delhi University, GGISPU, and Ambedkar University Delhi have been tasked with teaching Kashmiri and Dogri languages; the modalities regarding this are being worked out,” the official added.

Festive offer

During celebrations to mark the foundation day of Ladakh and J&K at Raj Niwas last month, representatives of the J&K diaspora told the L-G of their concerns regarding their languages and culture. Saxena had assured them that an Academy for the Kashmiri and Dogri languages would be set up and a school on the lines of those run by state associations like Tamil Nadu, West Bengal, Gujarat, and Andhra Pradesh among others for the state would also be explored.

The L-G had also taken the matter up with his J&K counterpart, Manoj Sinha, who had assured him manpower in the form of teachers and linguistic experts as well as study material.
