Largely older, wealthier and less educated: How the new state Assemblies look compared to 2018 | Political Pulse News

With elections concluded in five states, it’s not just the party-wise compositions in the Assemblies that have changed. The newly elected Houses also have more women, as well as MLAs who are older and wealthier, albeit less educated.

In four of the five states, the average assets of the MLAs are higher than in the previous Assembly, as per affidavits declared by them. In terms of average age, two are unchanged, but three of the new Houses are older. While two states now have fewer MLAs with criminal cases, three saw an increase. Four states also have more women MLAs than after the previous polls, but four of the new Assemblies are also now less educated than before.

Chhattisgarh

In a surprise defeat for the incumbent Congress, which went into the polls led by a confident ex-Chief Minister Bhupesh Baghel, the BJP is set to form the government with 54 MLAs in the 90-member Assembly, compared to the Congress’s 35. In 2018, the Congress had won 68 seats and the BJP 15.

Between the outgoing and incoming Assemblies, the average Chhattisgarh MLA is significantly less wealthy, though there are more crorepatis, but less educated. There is a sharp drop in MLAs with criminal cases, as well as a significant rise percentage wise in the number of women MLAs.

The average assets of the new MLAs stand at Rs 5.25 crore, less than half of the previous House’s Rs 11.63 crore. The average assets of the BJP’s MLAs are Rs 5.7 crore, the Congress’s Rs 4.7 crore. The wealthiest MLA is the BJP’s Bhawna Bohra, from Pandariya seat, with Rs 33.86 crore.

In terms of education, the share of MLAs with graduate degrees or higher qualifications fell from 66% to 60% this year.

The average age of the Assembly, though, has remained unchanged at 52 years. The youngest MLA is the Congress’s Kavita Pran Lahrey aged 31, elected from the Bilaigarh seat. The oldest MLA is 75-year-old Domanlala Korsewada, the BJP representative from Ahiwara.

This Assembly has fewer MLAs with criminal cases, down from 24 to 17. While the BJP has 12 MLAs with criminal cases against them, the Congress has 5.

The House has more women MLAs at 19 – making up 21% of the House – with 8 from the BJP and 11 from the Congress. This is a rise from total 13 women MLAs in the previous House.

Madhya Pradesh

Despite the expectation of anti-incumbency, the BJP won in a landslide in the state, with 163 seats compared to the Congress’s 66 in the 230-member Assembly. In 2018, the Congress had formed the government with 114 MLAs compared to the BJP’s 109. However, the Kamal Nath-led regime had fallen in less than two years, after defection of MLAs to BJP ranks.

While the new Assembly has fewer MLAs with criminal cases and more women legislators, it is also older and slightly more educated than the previous House. The average MLA is also now marginally richer than in the previous House.

Though the number of MLAs with criminal cases has dropped from 94 to 90, they still make up more than a third of the Assembly.

The new House has 27 women MLAs, of whom 21 are from the BJP, making up 12% of all MLAs. In 2018, there were 20 women MLAs.

The average age of a Madhya Pradesh MLA is now 55, up from 52 in the previous House. The Congress’s Timarni MLA Abhijeet Shah, at 31, is the youngest MLA. The BJP’s Nagod and Gurh MLAs, both named Nagendra Singh, are the oldest at 80.

In terms of education, there are more graduates and those with higher qualifications this time – up to 70% from 64%.

The average MLA now has assets worth Rs 11.77 crore, up from Rs 10.17 crore in the last House. While the average BJP MLA has Rs 12.35 crore in assets, the average Congress MLA has Rs 10.54 crore. The richest MLA is the BJP’s Ratlam City representative Chetanya Kashyap, with Rs 296.08 crore.

Mizoram

The Zoram People’s Movement (ZPM), which was created as a coalition of Independents after the 2018 polls, won a comfortable majority with 27 seats in the 40-member Assembly, ousting the incumbent Mizo National Front (MNF), which won 10 seats. The national parties performed poorly here, with the BJP winning 2 seats and the Congress 1. In 2018, the MNF had formed the government with 27 MLAs.

While the new Assembly is richer, though with fewer crorepatis, it is also more educated and has more women MLAs. Its average age though has remained unchanged at 54 while the number of MLAs with criminal cases has risen marginally.

The average assets of MLAs have grown from Rs 4.84 crore to Rs 7.89 crore. The average ZPM MLA has assets worth Rs 8.04 crore, the MNF Rs 8.22 crore, the BJP Rs 3.39 crore and the Congress Rs 9.54 crore. The wealthiest MLA is the ZPM’s Champhai North legislator, H Ginzalala, at Rs 36.1 crore.

After electing no women MLAs in 2018, the House has three women legislators now – 2 from the ZPM and 1 from the MNF.

The youngest and the oldest MLAs are from the ZPM – 31-year-old radio jockey-turned-politician Baryl Vanneihsangi from Aizawl South III and 73-year-old Lalduhoma, the party chief and the incoming CM, elected from Serchhip.

Those with graduate degrees or higher qualifications make up 80% of the Assembly now, up from 74%.

Just 3 MLAs, all from the winning ZPM, have criminal cases, up from 2 in the previous Assembly.

Rajasthan

The state has once again chosen against re-electing the incumbent government. with the BJP ousting the Congress. The saffron party will form the government with 115 MLAs in the 200-member Assembly, with the Congress winning 69 seats. While Independents won 8 seats, the Bharat Adivasi Party won 3, followed by 2 each for the Bahujan Samaj Party and the Rashtriya Lok Dal, and 1 for the Rashtriya Loktantrik Party. In 2018, the Congress had won 100 seats and the BJP 73.

The average assets of an MLA have risen marginally from Rs 7.39 crore to Rs 7.78 crore. The eight Independents are the richest group with average assets of Rs 14.6 crore, followed by the Congress MLAs at Rs 8.65 crore and the BJP at Rs 7.09 crore. The BJP’s Siddhi Kumari, from Bikaner East, is the wealthiest MLA at Rs 102.28 crore.

The average MLA is now 55 years old, up from 54 in the previous House. Independent Ravindra Singh Bhati from Sheo is the youngest MLA at 25 while the Congress’s Kishangarh Bas MLA is the oldest at 83.

Notably, the House has fewer women MLAs, down to 20 from 23 in the 2018 poll, and significantly lower than the 28 women elected in 2013 and 2008. Women now make up 10% of the House, with 9 each from the Congress and BJP, and 2 Independents.

From 46 MLAs in 2018 to 61 now, almost a third of the new Assembly is facing criminal cases, including 35 from the BJP and 20 from the Congress.

In terms of education, 69% of the MLAs have graduate or higher degrees, up from 64% in the previous Assembly.

Telangana

With 64 seats in the 119-member Assembly, the Congress and newly sworn-in Chief Minister Revanth Reddy will come to power in the state for the first time, ending the 10-year rule of the Bharat Rashtra Samithi (BRS), which won 39 seats. In 2018, the BRS had formed the government with 88 MLAs, with the Congress winning just 19 seats. The BJP improved its 2018 performance of 1 seat by winning 8 this time, while the AIMIM won the same 7 seats as the last elections.

Of the five states, Telangana has the wealthiest MLAs, with almost all its legislators crorepatis, and has by far the most with criminal cases. The MLAs’ average assets have more than doubled from the previous House, while the number of legislators with criminal cases has also risen. The new Assembly is also older, slightly more educated and has more women MLAs, though their number still remains very low.

Telangana Assembly Of the five states, Telangana has the wealthiest MLAs, with almost all its legislators crorepatis, and has by far the most with criminal cases.

The average MLA has assets worth Rs 38.88 crore, up from Rs 15.71 crore in the previous Assembly. The average Congress MLA is the wealthiest at Rs 48.2 crore in assets, followed by the BRS at Rs 32.62 crore, the BJP at Rs 21.83 crore and the AIMIM at Rs 13.19 crore. The wealthiest MLA is the Congress’s G Vivekanand from Chennur at Rs 606 crore.

At 82 MLAs, more than two-thirds of the new Assembly is facing criminal cases, up from 73 in the previous House. Of them, 51 are from the Congress, 19 from the BRS, 7 from the BJP and 4 from the AIMIM.

The new House is also older now, with the average rising to 56 from 53. The Congress’s 26-year-old Palakurthi MLA Yashaswini Mamidala is the youngest while the BRS’s 74-year-old Banswada MLA Srinivas Reddy Parige is the oldest.

Women MLAs make up just 8% of the new House with 10 MLAs, up from 6 in the previous polls. While the Congress has 6 women legislators now, the BRS has 4.

In terms of education, 61% of the MLAs have graduate or higher degrees compared to 58% in the previous House.
